NIT students to light up tribal village in Wayanad

Cities are capable of taking care of themselves. It is the villages we have to turn to", wrote Mahathma Gandhi in Young India in 1931.

Eight decades later, a bunch of students from NIT, Calicut, is all set to launch a 'solar energy project' at Chettiyalathoor, a village in the interiors of Wayanad Wildlife Sanctuary.

Organized under the auspices of Aavishkaar, the social service initiative of NIT students, a primary survey of the village has already been completed. For the final preparations, a 40-member students' team would leave for the village on Friday.

"In the first phase, we have selected 27 houses which will benefit from the scheme. There are students in these houses. We want the next generation to benefit from our efforts", said Deepak Thomas Joseph, treasurer of Aavishkaar.

"From our primary survey we learned that kids here have been learning under kerosene lamps", he said. "To get things ready, we went to the village several times and stayed there for a couple of days", said Amal Raj .S, media coordinator of Aavishkaar.

The team spent an amount of Rs 1,50,000 for the project just for purchasing essential gadgets like battery and solar panels. The project is a sequel to the first experimental project wherein students installed a solar energy system in the government school there, in October last.

"Since then we have been in constant touch with the village", said Amal.
Minister for Tribal Affairs P.K.Jayalakshmi, will inaugurate the project on October 2.

Rahman shares video of 'Chekele' on Facebook, Twitter

Chekele', one of the songs from the yet to be launched album of Sanjeev Thomas, lead guitarist of AR Rahman has gone viral after the Oscar-winning music composer shared the video on his Facebook and Twitter pages.

"Checkout Sanjeev Thomas's new song," tweeted Rahman.
An excited Sanjeev responded on the micro-blogging site, saying he was "honoured and humbled with ARR's share and comments on my video. From 4000 plus views on my video, it has leaped to 124,000 views," he said.

'Chekele' a folk song sung by Sanjeev, which has been released on Youtube, is about the harsh living conditions of farmers in 19th century Kerala and portrays their fear of poverty and the caste system.

It tells the story of two farm hands-- Chathan and Neeli, who are scared of the landlords fearing they would not be able to reach the farms on time and are also apprehensive of the damage to crops from the vagaries of Nature.

The song was recorded live at Springr studio, at nearby Mattancherry.
The National launch of the album-- 'Epic Shit', is being held at a gala function here on October 5. The album, consists of a Hindi song, two Malayalam and four English songs, and speaks about a journey of the mind. Besides Sanjeev, Sayanora, and Neethi Mohan are among those who have crooned some numbers.

Most of the songs are recorded live in the album. It has been a great amalgamation of musicians and technicians exploring a new and beautiful space, Springr CEO Abhinav Sree said.

Springr's vision was to start a crowd funding platform in India curating creativity, Abhinav said.

Sanjeev who met the founders-- Abhinav Sree, Ashwin Nath, Chief Technical Officer, Dhanya Johnson, Director Art and Rakesh Chief Marketing officer fell in love with the vision and agreed to join the team as Director of Music.

The startup has taken wings in a 200-year-old warehouse in the once spice rich Mattancherry area, and houses a fully sophisticated recording studio, which is their creative hub, an Art gallery and a cafe. Live performances are also held.

Anybody could have mistaken it for a food court in an IT park, but the location was Amma canteen at Santhome.

A group of girls, dres*sed in corporate gear and eagerly savouring the food at the canteen were the focal attraction for passers-by on the route on Friday.

Going a step beyond just serving healthy food at low rates, chief minister J. Jayalalithaa's canteen initiative has actually turned into a subject of management study. It was the group of 26 MBA students from Rama*nujar Engineering Colle*ge who had come to study the working of the canteen and gave the entire milieu a new look.

The bunch of students, who would have usually chosen a swish restaurant at which to chill out during lunchtime, found the subsidised food outlet so impressive that they ended up tasting every item on the menu.

"It was an industrial visit, as a part of the course, but it turned out to be a culinary experience for all of us," said G. Gowri, a management graduate. "We wanted to know the working of the service and also to make sure of the quality of the food they serve as we had heard a lot about its efficient functioning."

"It was exciting to watch and learn from workers who were managing the outlet efficiently," said J. Arif, another second year student of the college who not*ed that the canteen is offering nutritio*us fo*od at low cost.
Professor R. Ramam*urthy, head of the department, said, "It was a learning experience for these students. Not only did they relish the food, but it also made them think on the inclusivity of such endeavours. This visit to Amma canteen will propel them to take up similar projects as they leave college."

The Pakistan Water Commission for Indus will visit India for four days from Saturday, to discuss mainly the four hydro power projects on the river Chenab.
Mirza Asif Baig, who is heading the team, told The Hindu on Friday that design issues of the four projects, including those related to spillway, intake and pondage will be on the agenda. The four projects being built by India on the Chenab are aimed at generating over 2000 MW of energy and include the 850 MW Ratle, and Miyar dams.

While there is scepticism over the proposed talks between the Prime Ministers of the two countries in New York, Parliamentarians from India and Pakistan on Thursday reaffirmed their faith in people to people contacts and the dialogue process between the two countries and said that not talking to each other was no longer an option.
The 13-member delegation of Indian MPs is led by former Union Minister Mani Shankar Aiyer. Pakistan Institute of Legislative Development and Transparency (PILDAT) has been facilitating the dialogue series since January 2011.

T.N. Seema from the Communist Party of India (Marxist) said that she was keen on exchanges between the two countries as for instance on medical tourism. Experience sharing in decentralisation was also a possibility. Bharatiya Janata Party MP Kirti Azad holds the view that talks between the two countries are not possible as long as Pakistan supports terror. He clarified, however, he was here in his individual capacity.

Speaking at the inaugural session, Mr. Aiyer said the purpose of the dialogue between the MPs of the two countries is to contribute something to improve the atmosphere between India and Pakistan. He had first come here on a posting in 1978 and those were the best years of his life. Every time he visited Pakistan, he felt there was hope. Some good things have emerged in the past after such dialogues he said, adding that it was good news that a democratic transition had taken place in Pakistan. This is the fifth in the series of dialogue between Parliamentarians of the two countries organised by PILDAT and he was happy to note that even during the election campaign earlier this year, there was no India bashing. Though there were great hopes after Prime Minister Nawaz Sharif took over, there have been incidents which have caused a setback but there is a need for a dialogue to end the tensions especially when the situation is bad. Talking is the only option, he pointed out and while one cannot guarantee results there was always a need for the dialogue process to be kept open.

PILDAT president Ahmed Bilal Mehboob said one of the important issues to be discussed is the Indus water treaty for which former Union Water Resources Secretary Ramaswamy Iyer is also accompanying the delegation. Apart from the reviewing the progress of the official dialogue, the MPs would examine humanitarian issues and trade. It will be befitting if the MPs owned the dialogue process and discuss the best ways forward, since they may have different ways of looking at solutions, he said.

Representatives of all the main political parties in Pakistan endorsed the need to have talks and move ahead. Syed Nayyer Hussain Bokhari, chairman of the Pakistan senate reaffirmed the centrality of dialogue to the peace process and the use of Parliamentary diplomacy. "As peoples' representatives we can present workable policy options which can be out of the box," he said. Senator Mushahid Hussain , Chairman, Senate Defence Committee, said "anti-Indianism, according to different survey results, has been replaced by anti-Americanism." He said in view of the upcoming U.S. withdrawal from Afghanistan in 2014 it is crucial that India and Pakistan should work together to take bold decisions which may be unpopular yet necessary. Syed Naveed Qamar from the Pakistan People's Party said to be realistic, he did not expect any major breakthroughs if the two Prime Ministers met in New York. While nothing can be expected till the new government takes over in India next year, he said "we have to keep the seat warm till then. We can't resolve issues but we can create an atmosphere for dialogue once the government changes." The Indian delegation also exchanged views with Mr. Aziz, advisor to the Prime Minister on National Security and Foreign Affairs.

Struggling smartphone maker BlackBerry may soon effect a round of deep staff cuts by the end of the year and could lay off as much as 40 per cent of its employees, the Wall Street Journal reported on Wednesday, citing people familiar with the matter.
According to the Journal, the lay-offs will happen across the board, in areas including sales and research and development.

BlackBerry had 12,700 employees as of March, 2013.

While the report did not state whether the job cuts would affect its India employee base, the company had opened a BlackBerry Innovation Zone in India last year.

Minister of State for Youth Services and Fisheries K. Abhayachandra Jain has appealed to the government to refer the theft of 12 archeologically important statues from the Siddhanta Darshan Block of a Jain Basadi at Moodbidri to the Central Bureau of Investigation.
Mr. Jain told reporters here on Wednesday that he had made a formal request in this regard to Law Minister T.B. Jayachandra. In turn, the Law Minister had forwarded this request to Home Minister K.J. George with a note asking him to examine it. Mr. Jain said the Chhattisgarh police chief Ramnivas, who had been contacted by the Karnataka police for tracing the stolen idols, had written to his Karnataka counterpart requesting him to handover the matter to the CBI as the issue involved people in different States and countries.

The Minister said Santosh Das, who was involved in the theft of these antique idols, had sold them to some diamond merchants in Chhattisgarh. The Karnataka police were struggling to recover the idols as these merchants were powerful and had international connections.

Only three of the 12 idols had been recovered so far, he said, and added that the main intention behind seeking a CBI probe was to trace the international link to the idol theft and also to recover the stolen antiques.

The Minister announced that the government was about to recommence disbursal of subsidised kerosene of 150 litres a month for country boats in the coastal region.

Union Textile Minister Kavuri Sambasiva Rao has sanctioned Rs.15 crore for bringing production at Pochampally Handloom Park Limited (PHPL) to its full capacity very soon. Besides, the Union Minister also assured weavers of getting Rs. 15 crore from the State government for PHPL's development.
"I am going to meet Chief Minister N. Kiran Kumar Reddy on Monday to apprise him about the need for sanctioning funds to PHPL," Mr. Rao said.

On Monday, the Union Minister along with senior officials of his ministry arrived at PHPL in Kanumukkala village near Pochampally mandal headquarters to understand issues in the Park where production started in November 2008. PHPL, set up under Scheme for Integrated Textiles Park, is equipped with infrastructure for 2,000 functional handlooms, but at present only 150 looms are functional because of funds shortage. At the time of setting up of the handloom park in the 26 acre land, the Union government had sanctioned 40 per cent ( Rs. 13.6 crore) of the amount and provided the remaining 60 per cent (Rs. 21 crore) of the amount through banks to 35 Weaver Entrepreneurs to complete the project. "Since then, the borrowed amount multiplied and increased to Rs. 39 crore as weavers failed to pay the interest, CEO of PHPL, H.K. Chari said. Mr. Rao held discussions with officials of his ministry and decided to sanction Rs. 15 crore for the revival of PHPL. The weavers also demanded that the Union Minister set up an Indian Institute of Handloom and Textile Technology at PHPL.

The National Textiles Corporation will invest Rs. 464 crore in processing a spinning and weaving project in the State. The Union Textile Ministry has agreed to sanction proposals for 40 new projects under group approach and 15 under cluster approach.

Muzaffarnagar, ten days after it was imposed, as the administration found the situation "conducive" for scaling down the high alert.
"The curfew has been removed from all areas of the district now. The situation is conducive and peaceful now. We also had VIP visits (Uttar Pradesh Chief Minister and Prime Minister) and hence we took a decision in this regard. There will be no curfew from 7 pm today," District Magistrate Kaushal Raj Sharma told reporters here.

Night patrolling and intensified vigil will be on, he said, adding all schools in the district have opened and very soon a decision will be taken to de-induct Army columns which were out to maintain law and order.

Aishwarya Dhanush, daughter of superstar Rajinikanth, started filming her second Tamil directorial titled 'Vai Raja Vai' Thursday here.

Her directorial debut was Tamil romantic-drama '3' featuring her husband Dhanush.

"A new day, new film (and) new beginning. (I'm) off to the sets of 'Vai Raja Vai'! Wish me all the luck and your best my tweeple family. (I) need it all," posted Aishwarya on her Twitter page.

'Vai Raja Vai' features Gautham Karthik and Priya Anand in lead roles. Comedian Satish will also feature in an important role, while the rest of the cast will be soon finalised.

The film is produced by AGS Entertainments, while Yuvan Shankar Raja has been roped in to compose tunes.

In many ways Anupriya Goenka's life has been mirrored in the character of Priya that she has portrayed for the Bharat Nirman campaign. Born in Lucknow, 20-something Goenka has been catapulted from a fledgling theatre-advertisement model career to something of a household celebrity. Akin to Priya, who took advantage of government sponsored schemes to succeed in life, Goenka, too, took responsibility for contributing financially to her family before she passed out of school.

She has two older sisters and a brother. "I was the enterprising one and started helping my father in the garment export business. Acting was always a hobby till I realized I couldn't do justice to both theatre and my corporate career," she said.

The turning point for Geonka came when director Pradeep Sarkar picked her for the advertisement of a personal hygiene product. "The advertisement was for the southern market but dada had faith in my work when I didn't. It was his vision and creativity that have made the advertisements what they are," she said. The Rs 40-crore campaign has been directed by Sarkar for Percept Communications for the information and broadcasting (I&B) ministry.

When asked if she feels like a celebrity, Goenka who debuted in a Telugu film 'Potugadu' — released on Saturday — said, "People have come to me a couple of times asking me if I am Priya". She has studied in Delhi's Gyan Bharati School and Bhagat Singh College before moving to Mumbai.

Goenka enjoys travelling and reading, but rues that she can no longer spend time with her family. "The campaign has given me a huge opportunity because it is pan-India. I hope to get more work in advertisements, Bollywood," she adds.

11-year-old girl dies allegedly due to trauma after she was ragged in school

Kolkata: In a tragic incident, an 11-year-old girl in
Kolkata died today allegedly due to the trauma she
suffered after she was locked in her school
bathroom by her seniors eight days ago.
Her parents also suspect wrong treatment by a
doctor who visited her yesterday and gave her an
injection.
Last week, when Oindrila Das went to her school -
Christ Church in north Kolkata - some seniors
demanded Rs 100 from her. When she failed to get
the money the next day, the students locked her in
the bathroom, allegedly with the help of the school
caretaker. They only let her out when school got
over.
The 11-year-old fell ill and complained to her
parents, following which she was admitted to a
nursing home. Oindrila's family says the doctors
found nothing physically wrong and released her
from the nursing home on Monday.
She had gone into a depression following the
ragging incident, her family alleges.
Yesterday, a doctor visited the girl at her home and
gave her an injection. Today, when she was taken
to hospital, she was declared brought dead.
"She was traumatised in school. That why she fell
ill. There is also medical negligence. The doctors
didn't treat her properly," her mother Rekha Das
alleged.
A police complaint by the family was filed against
the school yesterday.
"We will take action against the girls who locked
her up," said Sharmila Sarkar, the Principal of
Christ Church School.

Washington: Members on both sides of Capitol Hill offered a collective sigh of relief as they returned to work Wednesday morning after President Barack Obama let them off the hook for a vote on military action in Syria, postponing a political confrontation that no one in Washington wants to have.

But even as the president earned praise for being willing to pursue a diplomatic response in Syria, it was what he did not say in his 16-minute address from the East Room of the White House on Tuesday night that may ultimately shape the broader reaction to his remarks in the days ahead.

The president did not say how long he would wait to see if President Bashar Assad of Syria relinquishes control of the chemical weapons that administration officials say he used to gas his own people.

Obama did not detail the steps that the United States would demand from Syria as proof that the diplomatic efforts were more than a delaying tactic to avoid a punishing strike from cruise missiles and US bombers.

And the president did not use his speech to describe his expectations for the role of the United Nations, which has been all but stymied by Russia and China during the two-year civil war in Syria.

"A diplomatic resolution is always preferred over military action, but what would that resolution entail, and who will broker it?" Senator Orrin G Hatch, R-Utah, said in a statement after the speech.

Senator Patrick J Toomey, R-Pa., said that "the president's presentation today leaves a lot of unresolved questions. I will continue seeking more answers before deciding whether to support a military intervention in Syria."

The flurry of diplomatic activity Monday and Tuesday radically altered the trajectory of the White House efforts to seek authorization for military force in Syria, and Obama may not yet know the answers. A speech originally designed to be a cudgel for action was suddenly a plea for time.

What is left is uncertainty.

International reaction to the speech was muted Wednesday morning.

Syrian state television did not carry Obama's speech and the official news agency did not immediately issue any commentary on it. A statement from the Syrian exile opposition group that the United States backs, the National Coalition of Syrian Opposition and Revolutionary Forces, said: "The proposal is a political strategy that aims to stall for more time, which will allow the regime to cause more death and destruction in Syria, and pose a threat to the countries and peoples of the region."

Mark Mardell, the BBC North America editor, called the address essentially irrelevant: "A speech that was clear but almost entirely lacking in passion and devoid of new arguments."

The Israeli government maintained its silence about the emerging Russian-brokered deal in its effort to avoid being seen as intervening in the Syrian conflict or as trying to influence US policy.

In London, the spokesman for Prime Minister David Cameron said discussions were underway at the United Nations among the United States, France and Britain over a draft resolution, and that the text would later be circulated among Russia and China, the other two permanent members of the Security Council.

"There is a process underway," he said. "It will be for the Russian government and the Assad regime to demonstrate their credibility."
In Germany, which on Wednesday was preparing to welcome the first 105 of another 5,000 refugees from Syria, there was clear skepticism about the latest diplomatic proposals. Chancellor Angela Merkel, who has called them "a small glimmer of hope," did not discuss Syria with her Cabinet at its regular weekly meeting on Wednesday, according to government spokesman Steffen Seibert.

"It is important that Syria cannot play for time," Seibert said. "The Syrian government must not just make statements, it must act."

US Secretary of State John Kerry is headed to Geneva for two days Thursday to begin talks about how to implement Russia's proposal to have Syria cede control of its chemical weapons. But initial hopes for quick action at the Security Council on Tuesday afternoon were quickly scuttled, suggesting that diplomacy could drag on.

And weapons experts inside and outside the government cautioned Tuesday that efforts to verify Syrian compliance with an agreement would be difficult under the best of circumstances - hardly the situation in a country torn by a raging civil war.

Members of Congress in both parties said Obama's brief speech to the nation had done little to change their minds about the value of an attack. But many said they are pleased that the administration is seriously pursuing the Russian proposal for diplomacy.

"I remain skeptical that a limited US military strike will be effective in diminishing Assad's ability to carry out a chemical weapons attack," said Rep. Mike Thompson, D-Calif. "I am cautiously hopeful that a diplomatic solution can be found."

Rep. Randy Hultgren, R-Ill., said he also remained unconvinced that a strike would be necessary. But he welcomed what he called "constructive diplomatic efforts" and promised that Obama's actions in the days ahead would be monitored intently by lawmakers.

"We will watch closely as the president works with our allies to hammer out a proposal that will lead to a longer-term solution and Syria policy," Hultgren said in a statement.

Reince Priebus, the chairman of the Republican National Committee, said that Obama's "rudderless diplomacy has embarrassed America on the world stage. For a president who campaigned on building American credibility abroad, the lack of leadership coming from the Oval Office is astounding."

But most of the responses from members of Congress reflected how the debate over military action in Syria has scrambled the traditional partisan alignments, with liberal Democrats and conservative Republicans opposing a US strike.

Democracy for America, a liberal group, released a statement praising the president for pausing to try diplomacy: "No matter how much we trust President Obama, Democracy for America members are skeptical of his argument that any military intervention in Syria would require 'modest effort and risk.'?"

That perspective was echoed by conservatives like Sen. Rand Paul, R-Ky., who said that "if we had simply gone to war last week or the week before, as many advocated, we wouldn't be looking at a possible solution today."

Some lawmakers who had previously expressed support for a military strike at Syria said the president's remarks helped to clarify the need for a strong response.

Rep. Jan Schakowsky, D-Ill., said she remained convinced that if diplomacy failed, the United States should follow through with a strike to prevent Syria from using chemical weapons again.

"We should consider the option of a limited strike because I believe the use of chemical weapons must be a 'red line' for humanity and that we must act," Schakowsky said. "As a Jew whose people were gassed as the world stood by, I think the U.S. can save innocent lives by deterring the use of chemical weapons."

But others said they were still not sure.

"I am deeply skeptical about the motivation of the Russians and the viability of their plan to place Syria's chemical weapons under international control," Toomey said.

But he added: "I still have doubts about the effectiveness of the president's plan for a military strike on Syria; how he would handle unintended consequences of the action; and the prudence of authorizing an act of war that is not broadly supported by the American people."

New Delhi: Rajnath Singh is scouting for dates before September 19 when all 12 members of the BJP's top decision making body, the parliamentary board, are available to meet and endorse the decision to name Narendra Modi the party's candidate for prime minister.

As of now sources said, the 13th and the 16th seem like dates when everyone is available and a Modi-for-PM announcement could be expected on either day.

There is still reportedly strong opposition from top party leaders like LK Advani and Sushma Swaraj to Mr Modi, but the RSS is believed to have told the party president that the time for discussions and consensus building is over and an announcement must now be made.

Mr Advani and Ms Swaraj are both members of the parliamentary board and the party reportedly wants to send out the signal that the decision to pick Mr Modi to lead the party in the 2014 general elections is a unanimous one.

September 19 marks the beginning of shraadh, a 15-day period just before the Navarati festival that is considered inauspicious for beginning anything important. The party, say sources, would like to make the crucial announcement before that.

The RSS reportedly favours making the announcement before assembly elections in five states are notified - expected by September 22.

The anti-Modi coterie reportedly wants the announcement delayed till after the Assembly elections are held this November.

The issue was not discussed at a two-day meeting of the RSS, the BJP and affiliated organisations this week because, the RSS said, the decision has been taken and "there is no confusion."

Arnab Mondal scored his maiden international goal as defending champions India beat Maldives 1-0 to enter the final of the SAFF Football Championship for the ninth time on Monday.
India will meet Afghanistan in the final on Wednesday.
Mondal was a bundle of nerves throughout the match but turned out to be an unlikely hero in the end with a delightful strike.
The winner came in the 85th minute when Mehtab Hossain's corner from the right flank was neatly headed down by Syed Rahim Nabi and Mondal, who had joined the attack, struck a powerful angular right-footer that crashed into the net.
The final whistle saw some ugly scenes, as Maldives substitute Ali Umar attacked referee Idham Mohammed and was red-carded after the match. But it did not stop there as a group of Maldives players attacked one of the organisers and police personnel were called to intervene as things looked like getting out of hand.
Maldives created a bit of pressure from set-piece movements giving some anxious moments to Indian custodian Subrata Paul.
In the second minute, Maldives got a free-kick and Mohammed Sifan's low delivery, which evaded the wall, saw Paul fumble trying to gather it on the bounce but forward Mohammed Umair's shot went straight to the goalie.
It was a goalless first-half but India played with some intent unlike their horrible show against Nepal. Jeje Lalpeklhua, operating from wide left, tried to make inroads while Arata Izumi, in central midfield, worked tirelessly helping in build ups and acting as a snatcher also.

Chinese daily warns India against setting up new border posts


A commentary in a Chinese newspaper on Monday cautioned India against setting up new posts along the Line of Actual Control (LAC), even as New Delhi looks to strengthen infrastructure and management of disputed border areas to assuage concerns triggered by fresh reports of 'incursions' and face-offs.
Describing any move to set up new posts along the LAC as "a sensitive issue", the commentary in the Global Times, a hard-line newspaper published by the official People's Daily, accused India of "hyping China's "aggression" because it saw "an increasing gap with China in comprehensive strength and infrastructure construction along the border."
"The establishment of new border posts is a sensitive issue. The China-India border war in 1962 was caused by the "forward policy" initiated by the Jawaharlal Nehru government," wrote Liu Zongyi, a
strategic affairs scholar at the Shanghai Institutes of International Studies (SIIS).
"Now," he added, "the LAC between China and India is located to the north of the McMahon Line and the new posts built by India may cross the line, triggering a tense situation in the border area and thus affecting the bilateral friendly cooperation in other fields. Indians with insight and vision should recognise the severity of the issue."
The commentary was the first reaction in China to last week's debate in India on the situation along the LAC. On Friday, Defence Minister A.K. Antony denied media reports claiming that a National Security Advisory Board (NSAB) report had found that China had blocked Indian patrols' access to a large area of Indian territory in Ladakh.
While denying media reports on Friday, Mr. Antony did acknowledge that there were recent face-offs between the two armies along the border, such as the three-week-long stand-off in Depsang in April. They were possibly a reflection of Chinese concerns at India's long-delayed moves to strengthen capabilities, he suggested.
Mr. Liu, in the commentary, responded that there were "undefined boundary areas" with the LAC yet to be demarcated. "Indians have an 'ideal' boundary in their minds and any other country crossing the line means [other troops] are invading India's territory… India often hypes China's "incursions" on the border, which in fact mirrors the fragility and sensitivity of India's mentality when dealing with China," he wrote.
Mr. Antony said while India was strengthening border infrastructure, the main objective was, however, to improve management of the border and to maintain peace and tranquility.
India and China have moved slowly towards agreeing a Border Defence Cooperation Agreement after months of talks and exchanging drafts. In May, the Depsang stand-off cast a shadow on the much anticipated visit by the new Chinese Premier Li Keqiang to India, which was his first overseas visit after he took over in March.
With Prime Minister Manmohan Singh expected to visit China later this year – capping a rare back-to-back visits by the two Prime Ministers in a calendar year – both sides are hopeful that a robust agreement may

Bengal cabinet okays schemes to protect farmers, MSME sector

West Bengal Chief Minister Mamata Banerjee on Monday said her government has decided to set up mega markets for farmers in all 18 districts of the state at a cost of Rs. 150 crore for the benefit of farmers.
This would help farmers to come out of the clutches of middlemen, Ms. Banerjee told reporters after the proposal was passed unanimously in the state cabinet.
The state cabinet also took a decision to set up “Brand Bengal Marketing Corporation” to promote marketing of different products by various enterprises under MSME sector.
“With the launch of this corporation, marketing of all the companies under MSME sector will be brought under one roof for a better market linkage benefitting the artisans and workers in the sector,” Ms. Banerjee said.
The state cabinet also cleared allocation of Rs. 492 crore for “Kanyashee project” to be launched on October 1 this year to benefit the girl child, she said.
The Ramakrishna Mission has also been sanctioned a plot of five acres of land at New Town Rajarhat against payment of a token Rs. 1 to set up a Centre for Human Excellence similar to the one in Chicago, U.S., the Chief Minister said.
A tele-studio would also come up under Tele Academy at Baruipur near here to encourage young talents, Banerjee said.

NPTC s Katwa project hits a roadblock

The country’s largest power producer NTPC Ltd has again hit a hurdle for its proposed Katwa project after the coal block which was linked to the project was surrendered.
State-owned West Bengal Power Development Corporation Ltd (WBPDCL) has returned the Damagoria coal block since the Mamata Banerjee-led state government was unwilling to either relocate six villages or move the Grand Trunk Road some 7 km for a proposed mining project there.
“We need 150 acres of land more for the Katwa thermal power project and almost 99 per cent of the owners have given their consent. But, the coal block which was linked to the project has been surrendered by the state government,” NTPC chairman and managing dirctor Arup Roy Chowdhury said.
So far, the project has 565 acres of land which was acquired by the erstwhile Left government.
Roychowdhury said they will talk to the state government to allocate block from new mines for the 1320 MW (660Mwx2) thermal power project at Katwa which had been transfered by WBPDCL to NTPC.
The project would require seven million tonnes of coal annually.
Meanwhile, on the remaining 150 acres, NTPC will act according to the new land acquisition policy.
Asked how the company was able to bring down the land requirement from 1050 acres, Roychowdhury said new technology, compromise on township and a revised plan on fly ash management have been able to scale down the land requirement.
Initially, NTPC had planned for super critical (800MW x2) 1600 MW power plant but land scarcity and other factors led to it being scaled down to (660MW x2) 1320 MW project.
Meanwhile, Roychowdhury said in case of Adra power project, the JV with Indian Railways has also failed to secure any coal block.

DA case: Jagan’s remand extended till Sept. 20

A special CBI court in Hyderabad on Friday extended till September 20 the judicial remand of jailed YSR Congress chief Y.S. Jaganmohan Reddy and other accused in connection with a case relating to alleged quid-pro-quo investments in the companies owned by the Kadapa MP.

> Mr. Jagan, along with other accused including his auditor V. Vijay Sai Reddy, former minister Mopidevi Venkata Ramana Rao, industrialist Nimmagadda Prasad and bureaucrat K.V. Brahmananda Reddy, who are lodged in the Chanchalguda Central Prison were produced before the court through video-conference which extended their judicial remand by another 14 days.

> Mr. Jagan, who was recently shifted back to Chanchalguda jail from Nizam's Institute of Medical Sciences (NIMS) after his treatment following his indefinite fast against the move to bifurcate Andhra Pradesh, was arrested by CBI on May 27 last year on corruption charges and has been lodged there since then.

> Former AP Ministers Dharmana Prasada Rao and Sabitha Reddy, both accused in the case also appeared before the court.
>
> Meanwhile, a group of pro-Telangana lawyers tried to stop the vehicle of Dharmana in the Nampally court premises and raised slogans in support of the statehood demand but police immediately dispersed them.

2G case: CBI court appoints Chennai CMM to examine Dayalu Ammal

A special CBI court on Thursday appointed Chennai's Chief Metropolitan Magistrate (CMM) as commissioner to record the testimony of DMK supremo M Karunanidhi's wife Dayalu Ammal as a prosecution witness in the 2G spectrum case.

> The order came following a direction by the Supreme Court which on August 22 had refused to exempt Ms. Dayalu Ammal from deposing as a witness in the case but had exempted her from personal appearance in the special court. It had also directed that she be examined by a commission in Chennai.
>
> "Ms. Dayalu Karunanidhi is a witness cited in the list of prosecution witnesses and is to be examined in this case.
>
> However, as per the order dated August 22, 2013 passed by the Supreme Court, she is to be examined on commission.
>
> "Accordingly, as per section 285 CrPC, Chief Metropolitan Magistrate, Chennai, is appointed as Commissioner with request to examine her at Chennai as per law, she being a resident of Chennai," special CBI judge O P Saini said.
>
> The court directed that relevant documents be sent to the CMM Chennai and also said that accused were also at a liberty to point out any documents, if any, which they may require for cross-examination of Ms. Dayalu Ammal.
>
> "The Commissioner is requested to examine her (Dayalu Ammal) and to return the commission after execution, at his earliest possible convenience to this court considering the nature of the case," the judge said.

> The apex court, on August 22, had passed the order on a plea filed by Ms. Dayalu Ammal's daughter Selvi seeking court's direction to exempt her mother from appearing before the trial court as prosecution witness on medical ground.

Close male female literacy gap: Pranab



President Pranab Mukherjee on Thursday stressed on closing the gap in literacy levels of males and females, saying nothing is more saddening than the sight of a girl child being denied education.

"An inclusive approach is critical for achieving our developmental goals and a key objective is to close the male-female gap in literacy.

"Nothing is more saddening than the sight of a girl child being denied education. I take this opportunity to reiterate the motto that all for knowledge and knowledge for all," the President said in New Delhi on the occasion of Teachers' Day.

Underlining the need to fine tune course curriculum and adopt current methodologies to create relevant and effective approaches to teaching, he called for developing systems for continuous assessment of quality of education.

"I am confident that there is greater awareness in the entire teaching community of the need to fine tune the curriculum and adapt current methodologies to create relevant and effective approaches to teaching and learning.

"We need to create systems for continuous assessment of the quality of education and the outcome of our educational inputs," he said.

Mr. Mukherjee said participation of the teaching community and parents would be essential in this process so that all stakeholders can ensure the desired results.

He presented national awards to 355 teachers from various states teaching in CBSE schools, Kendriya Vidyalayas, among others. 177 primary school teachers and 140 secondary school teachers were felicitated along with six teachers in Sanskrit and four teachers from Madrasas.

Each award consists of Rs. 25,000 cash, a certificate of merit and a silver medal.

Noting that a sound education system is the bedrock of an enlightened society, Mukherjee said the country cannot claim to have evolved into a developed society despite accomplishments unless citizens develop values and faithfulness to their spiritual and cultural heritage.

"Here, I see a pivotal role for teachers in re-setting the moral compass. Teachers have to help our youth imbibe the essential civilisation values of love for motherland, performance of duty, compassion for all, tolerance for pluralism, respect for women and honesty in life," he said.

The President said India has to regain its primary position in the field of education on the global stage which it was known for during the period of Takshashila and Nalanda universities.

"There was a time when we had renowned seats of learning like Takshashila, Nalanda, Vikramashila, Valabhi, Somapura and Odantapuri. They attracted scholars from far and wide. The powerful minds who taught at such universities created an exalted position for our ancient education system.

"We have to regain our leadership position. We look towards teachers to guide the way," he said.

Jitendra asks IOA to amend constitution

The Sports Minister Jitendra Singh on Wednesday backed International Olympic Committee's decision to stick to its stand on the chargesheet clause and urged the IOA to incorporate the required amendments in its constitution so that the interest of country's sportspersons do not suffer.

The IOC on Wednesday clearly told the Indian Olympic Association to adopt the chargesheet clause in its constitution in order to ensure good governance.

"There are certain issues IOC is insisting on. One of the major ones is ethics and good governance. So, I hope better sense prevails and the IOA incorporate some of the changes, which the IOC has suggested," said the Minister.

"I don't think there should be a problem in incorporating these changes because it is a part of the Olympic Charter. It is nothing new that the IOC is saying," he added.

Jitendra termed IOA's reluctance to amend its constitution in accordance with the IOC's suggestion as "sad" and asked the association to give preference to the interest of the sportspersons.

"It is sad that the IOA did not modify their constitution as per the international guidelines, international benchmark or as per the Olympic Charter.

"I would like to request the IOA to consider the modifications in their constitution, keeping in mind the interest of the sportspersons and not some individuals' interests. It is very unfortunate that some individuals' interests took precedence over nation and the sportspersons," he said.

Judicial Bill in RS: Govt, Opposition unite to attack judiciary



The Government and Opposition were on Thursday united in criticising the functioning of the judiciary and sought to scrap the collegium system of appointing judges to higher courts, saying it is essential to restore the delicate balance of power which has been disturbed.

As Rajya Sabha took up a bill to amend the Constitution to set up a Judicial Appointments Commission replacing the collegium system, Union Law Minister Kapil Sibal, Leader of Opposition Arun Jaitley and several other members were of the view that the present system of appointing judges to Supreme Court and High Courts lacked transparency and accountability.

Moving the Constitution (120th Amendment) Bill, 2013,Sibal said the Judiciary "rewrote Constitution" in 1993 when the collegium system of appointing judges to higher courts was adopted which disturbed the delicate balance between the Judiciary, the Legislature and the Executive.

"Sometimes moments come in the life a nation when you have to revisit the past and embrace the future. One such moment has come today," he said.

Mr. Sibal, a renowned lawyer, noted that it was in 1993 that the Supreme Court sought to change the procedure of appointment of judges in higher judiciary with an interpretation of Article 124 (2) by bringing in a collegium system.

"With greatest respect to Supreme Court of India, I believe they rewrote Constitution," he said.

Underlining that appointment of judges has "nothing to do with judicial function", he said, "The acts of appointments are Executive acts. The judiciary has taken over executive power by rewriting Article 124. That balance must be restored. Executive must have a say in appointment."

Mr. Sibal said, "It has disturbed the delicate balance of separation of powers. There is very clear division of powers among the Executive, Legislature and Judiciary in our Constitution. Judiciary cannot take over the function of the Executive."

Mr. Sibal noted that Judiciary says government must be transparent and accountable and that accountability is at the heart of the Executive's decision making but nobody knows how a judge is chosen under the collegium system.

"How is a judge appointed? We have no access. There is no transparency. RTI doesn't apply. We can't seek any information. What is the basis," the minister said.

Mr. Jaitley, also a noted lawyer, echoed Sibal's views as he pressed for re-establishment of the "separation of powers".

The BJP leader said when other establishments of the democracy do not infringe upon functioning of the judiciary, then why would it ask the government to do this or do that and direct even on the economic policy of the government.

"Courts cannot review a policy and say that my policy is better that your policy...It cannot say how to be tough on the Naxalites," he said.

Citing the ban on iron ore exports, Jaitley sought to link judicial orders partially to the present state of Current Account Deficit and depreciation of Rupee as a result of that.

Attacking judiciary, he said no government, irrespective of its complexions, has ever said that since court has three crore cases pending, somebody else would do it for courts.

Stating that the present system of appointing judges lacks transparency, Jaitley said the three-member collegium often left out the best of the lot for a promotion and go ahead with their choices.

"A collegium is as good as the members of the collegium," he said as he observed, "judges appoint themselves and judges are accountable to judges."

Mr. Sibal said the collegium system, under which the Chief Justice of India, in consultation with Supreme Court judges, makes appointments in High Courts has "disturbed the very independence of the High Courts".

"If the Supreme Court is so keen to protect the independence of the Judiciary, it should be equally keen to protect the independence of High Courts. In the case of appointment of Judges in High Court and Supreme Court, this delicate balance of power has been disturbed," he said.
