Indian Ambassador to U.S. bids farewell

Nirupama Rao, India's Ambassador to the U.S., marked the end of her tenure here as well as a forty-year career in diplomacy, at a function at the embassy residence attended by a galaxy of diplomats and well-wishers.

Speaking at the event, Ms. Rao, who also held the highest office in India's Ministry of External Affairs - the Foreign Secretary post - between 2009 and 2011, said that recent years had witnessed remarkable progress in the India-U.S. bilateral relationship.

She particularly underscored the efficacy of the bilateral Strategic Dialogue which began during her tenure as Foreign Secretary, and continues to serve as a principal mechanism for driving forward cooperation in areas such as regional initiatives, security cooperation, partnership in commerce, science and technology, education, and energy and environmental policy.

Ms. Rao was India's first woman Ambassador to China, from 2006 to 2009, and her other ambassadorial assignments included Peru and Bolivia, and Sri Lanka.

As India's U.S. Ambassador, she frequently travelled the breadth of the nation to connect with Americans and deepen people's understanding of India. She also maintained strong personal relationships with members of the U.S. Congress, many of whom were in attendance at the residence.

Ms. Rao was also a strong advocate of India's views on numerous contentious issues in foreign policy, most recently including India's position on patent law.

In the face of strident voices criticising the Indian Supreme Court's decision to deny pharmaceutical giant Novartis a patent for its cancer drug Glivec earlier this year, Ms. Rao wrote an op-ed in The Hill's Congress blog where she firmly argued that "India honours, not dishonours, patent laws." In the article she emphasised that India sought to "ensure a fair balance between the interests of innovators and the urgent need for improved health care."

Accompanied by her husband and former Chief Secretary of Karnataka, Sudhakar Rao and her two sons, Ms. Rao reflected on some of the high points of her time in Washington, most recently her efforts along with U.S. State Department's Under Secretary of State for Management Patrick Kennedy to secure a premises for the planned India Cultural Centre in the heart of the city.

Mr. Kennedy and John Holdren, the White House Director of Science and Technology Policy, praised Ms. Rao's efforts over the years that helped keep up the tempo of progress in bilateral cooperation.

Among the other attendees were Maryland Deputy Secretary of State Rajan Natarajan, Assistant Secretary of State for South and Central Asia Nisha Biswal and Ms. Biswal's predecessor Robert Blake.

Ms. Rao will be succeeded in her role as U.S. Ambassador by S. Jaishankar, who has been the country's senior-most envoy to China since 2009.

Fodder scam: Lalu's bail plea rejected by Jharkhand HC

Jharkhand High Court on Thursday rejected the bail plea of RJD supremo Lalu Prasad, who is serving a five-year sentence at the Birsa Munda Central Jail in Ranchi after being convicted in a fodder scam case.

Justice R.R. Prasad passed the order stating after hearing the petition it was not inclined to give bail and thereby rejected it.

The court had on Wednesday concluded the hearing and reserved the order for Thursday.

The bail petition of former MP Jagdish Sharma was adjourned till November 22.

Mr. Lalu, another former Bihar Chief Minister Jagannath Mishra and 43 others were on September 30 convicted by the special CBI court Judge Pravas Kumar Singh in the fodder scam case involving fraudulent withdrawal of Rs. 37.7 crore from Chaibasa Treasury during the Lalu-led RJD regime.

Ailing Mr. Mishra secured provisional bail from the High Court till January 8.

The CBI court had pronounced varying prison terms to the convicted persons on October 3.

Congress wary of Delhi meet helping BJP

The coming together of 14 non-Congress, non-BJP political parties at a "Convention for People's Unity Against Communalism" here on Wednesday, ahead of next year's general election, received a muted response from the Congress.

If its official response was non-committal, conversations with senior Congress leaders suggested that they were wary of the motives of the leaders of these largely regional parties, even as they made light of the fact that Sharad Pawar's Nationalist Congress Party was represented at the convention.

"In this country, there are two sorts of mentalities, one that believes in fraternity, the other in divide and rule," Congress spokesperson Raj Babbar said, when asked about the convention and whether it would form the core of a Third Front. "One section believes in secularism, the other in fascism," he continued, adding, "Those who spoke at today's convention spoke of oneness and unity, not about a Third Front. And it is the Congress that has been standing like a rock against the forces of communalism, for which we have been attacked."

Pressed further, Mr. Babbar said, "the Congress's belief system and commitment to the secular ideal is firm, and if that concern is being reflected on social and political platforms, that is good."

The ruling party has reason to be watchful for, though most speakers trained their guns on the BJP, some of them accused the Congress too of lapses. Prafulla Kumar Mahanta of the Asom Gana Parishad - a party which in the past was a BJP ally - questioned the Congress's secular credentials, and said the maximum number of communal riots had taken place on its watch. And CPI(M) general secretary Prakash Karat accused the Congress of creating a sense of despondency in the country that provided the ground for the ascendancy of right-wing forces. The NCP's D.P. Tripathi was ambivalent: "People are asking why I am here. Does being part of the government mean we do not fight against communalism? NCP is the only constituent of the UPA that has been part of the LDF in Kerala for 10 years," he said, adding, "Since 2000, the NCP has maintained that all secular forces need to unite against communalism. This should be taken up with a revolutionary zeal." His party colleague and Union Minister for Heavy Industries Praful Patel justified the NCP's participation, saying later that "in the era of coalition politics, we have to keep our options open of working with other parties."

Faced with this mixed message, two senior Congress leaders told The Hindu separately that while such a gathering helped to articulate the concerns of a vast section against the BJP and other right- wing forces, it also meant that it could help divide the minority vote. "We feel that this move will help the BJP as it could divide the minority votes. None of these parties can hope to win more than a maximum of 30 to 40 seats: it is only the Congress that has the geographical spread to take on Modi and the BJP," said one leader.

Seeking to put a more positive spin on the convention, a Congress functionary said, "It will help to create an atmosphere against the BJP. Some people have begun to say we are not strong enough to take on the BJP's communal agenda. So if there are parties willing to attack the BJP for us, that's welcome."

Boy injected with acid on theft charge

Boy injected with acid on theft charge

In a horrific incident of child abuse, a 14-year-old boy in Bihar's Nalanda district suffered injuries after he was injected with acid.

The boy worked in a scrap shop run by owner Suraj Kumar. A few days ago, Kumar accused him of stealing from the shop. Consequently, he injected spirit and petrol into the boy's anus using a syringe, the Sohsarai police station told The Hindu.

The boy was hospitalised and an FIR was lodged based on his complaint on Friday.

Kumar has been arrested. He has been accused under the sections 307 (attempt to murder), 323 (punishment for voluntarily causing hurt), 328 (causing hurt by means of poison), 347 (wrongful confinement to extort property), 377 (unnatural offences) of the Indian Penal Code.

"The victim had swelling and burn injuries in his perineal region, buttocks and legs. According to his statement he was injected with acid. He was provided first aid and will be referred to the Patna Medical College and Hospital. As of now his condition is not alarming," Nalanda civil surgeon Dr. Jawahar Khan told The Hindu.

I never considered myself a singer: Manna Dey

Multiple National Award winner, Padma Bhushan and Dadasaheb Phalke awardee Manna Dey died on Thursday morning in Bengaluru, following a renal failure and respiratory illness. In what could be one of his last interviews, the legendary singer, who sang over 4000 songs including Pyar Hua Ikrar Hua Hai (Shree 420, 1955), Aye Mere Pyare Watan (Kabuliwala, 1961), Aye Meri Zohra Jabeen (Waqt, 1965) and Yari Hai Imaan Mera (Zanjeer, 1973), spoke to journalist Ranjan Dasgupta on his last birthday in May, this year.

You call me a singer? What am I compared to Mohd Rafi or Hemant Kumar? Rafi was undoubtedly the greatest singer India ever had and if there was one golden voice, it was of Hemanta Mukherjee. Kishore Kumar was a born genius but with limitations as a singer, Mukhesh's nasal tone was unforgettable and Talat Mahmood's silken voice remains untouched.
My mind takes me to five decades ago when I was recording, Hoke Majboor Mujhe... at Famous Studio, Tardeo in 1963 with Mohd Rafi, Talat Maehmood and debutant singer Bhupinder Singh. The lyrics were penned by Kaifi azmi and music was by Madan Mohan. As I was rendering my lines, Zulfey girke..., Rafi looked into my eyes and I saw tears in them. There was an instant inspiration in me to give an additional melancholic touch to my lines. When the recoding was over, there was pin drop silence in the studio. It was broken with thunderous applause and clapping by Talat Mahmood, Bhupinder Singh and Madan Mohan as Mohd Rafi came and hugged me, saying, "Manna da, lajawab!" I also hugged him back, emotionally charged. Madan Mohan confessed that we all delivered better than his expectations and I personally congratulated Bhupinder Singh, who was a brilliant singer and I foresaw a bright future for him.

Shankar Jaikishan asked me to render, Ketki Gulab Juhi in pure classical form along with Pandit Bhimsen Joshi for the film Basant Bahar in 1956. I was nervous and just could not believe that in this singing competition, the grand maestro of Indian classical music was to be defeated by me. I asked Jaikishan, "How can this be possible?" Shankar, Jaikishen and Bhimsen Joshi explained to me that it was exactly the way the sequence was in the film. We recorded the song in just two takes and after the recording, I touched Pandit Bhimsen Joshi's feet in appreciation. Only a versatile genius like Shankar Jaikishen could have experimented in such a novel way for a film song.

I was once rendering the Western Oriented number, Jodi Humari Jumega Kaise Jani... with Asaha Bhonsle. Here was a new set of music directors, Laxmi Kant-Pyarelal, who was composing the numbers. I insisted that they opt for Mohd Rafi as he was the best choice for such a song. To my pleasant surprise, Laxmikant told me that he did approach Rafi earlier, and Rafi had only recommended me saying that only Manna Da can do justice to this number. While recording this song, Asha Bhonsle was amazed to see that I was rendering actual rock-n-roll. The only other song for which I did a similar act was for Gori tore banke... tuned by Chitragupta for Adhe din Adhe raat.

SD Burman, RD Burman, Kalyanji-Anandji and Naushad, I have sung for all these stalwarts. But I strongly protest AR Rahman's rendering of Bande Mataram. Why sing 'Bandeee' in such a peculiar style? No doubt he is a brilliant composer but I simply cannot go by the way he sang this song. In today's generation I consider Kavita Krishnamurthy and Shreya Ghosal very talented singers. They can surely take up where Lata Mangeshkar, Asha Bhonsle and Geeta Dutt left. I have turned 94, my health is deteriorating badlybut I will always have fond memories of my singing career as that was the golden era of Indian music.

State relaxes deputation norms

The Cabinet on Wednesday decided to relax austerity measures in respect of deputation of government servants to public sector undertakings and local self-governments.

The stipulation that the post in parent department will not be filled on deputation stands withdrawn. Deputation will be permitted only to posts sanctioned initially in local self-governments and public sector undertakings. The staff on deputation will have to be returned to their parent departments upon their promotion. The period of deputation will be extended only with consent of the parent department.

Though public sector undertakings and local self-governments are permitted to appoint professionals, appointments should be done only with prior permission of the government.

Briefing the media, the Chief Minister said the restrictions on deputations were modified following talks with employees' unions who had made a representation to the government seeking changes.

Replying to questions, the Chief Minister said the report that Additional Director General of Police T.P. Senkumar had misrepresented his caste for getting IPS selection was wrong. He was an Ezhava and this was recorded in his SSLC book. However, he got selected [to the IPS] in the general category. The government would not countenance propaganda to demoralise officials.

Mr. Chandy said that the government was against incarceration of PDP leader Abdul Nasir Maudani without trial. However, he was not going into the merits of the case as it was sub judice in another State. The government would decide on its stand on his bail petition before the Supreme Court later, now that the State had been made a party to the case, Mr. Chandy said.

There was no cause for concern regarding Maoist activities in the State. However, reports about their presence in the State could not be taken lightly, he added.

Australian scientists find gold in trees

Australian scientists have literally struck gold.

Researchers from Perth have found tiny particles of gold hidden in eucalyptus trees, in a discovery which could help future prospectors to find deposits of the precious metal.

Commonwealth Scientific and Industrial Research Organisation (CSIRO) researchers said that they believe that the trees, sitting on top of gold deposits buried deep underground, suck up the gold in their search for moisture during droughts, Australian Broadcasting Corporation reported.

"We weren't expecting this at all. To actually see the gold particles in the leaves was quite an eureka moment for us," said Melvyn Lintern, a geochemist at CSIRO.

"The particular trees that we did the research on appear to be bringing up gold from a remarkable 30 metres depth, which is about the equivalent of a 10-storey building," he said.

The gold was found in the resource-rich Kalgoorlie region of Western Australia, site of a major gold rush in the late 1800s.

The scientists used CSIRO's Maia detector at Australian Synchrotron in Melbourne for X-ray imaging to analyse extremely small particles at high resolution and found that the gold particles with diameter one-fifth of a human hair.

"The eucalyptus acts as a hydraulic pump — its roots extend tens of metres into the ground and draw up water containing the gold," Lintern said.

"As the gold is likely to be toxic to the plant, it's moved to the leaves and branches where it can be released or shed to the ground."

Lintern, however, said even 500 trees growing over a gold deposit would only yield enough gold for a wedding ring.

But scientists could use a technique known as "biogeochemical sampling" to give an indication of the presence of gold beneath the surface.

"By sampling and analysing vegetation for traces of minerals, we may get an idea of what's happening below the surface without the need to drill," Lintern said.

"It's a more targeted way of searching for minerals that reduces costs and impact on the environment."

He said the method could also be used to find other metals such as zinc and copper.

The researchers also found gold in the leaves of other trees, such as the Acacia Mulga.

"We've actually found gold not only in trees but in shrubs that are growing beneath the trees as well, so (it is) not restricted to any particular trees at all," Lintern said.

New discoveries of gold have fallen by 45 per cent in the past decade, while prices have skyrocketed as reserves steadily dwindle — the cost of the yellow metal shot up by 482 per cent between December 2000 and March this year.

In 2011, the US Geological Survey estimated there were 51,000 tonnes of gold left in reserve in the world.

Rupee down 27 paise against dollar in early trade

The rupee lost 27 paise to Rs. 61.79 against the U.S. dollar in early trade on Tuesday on the Interbank Foreign Exchange due to appreciation of the Greenback against other overseas currencies.

Increased demand for the dollar from importers and banks also put pressure on the local currency.

Dealers attributed the fall in rupee to gains made by U.S. dollar against the euro and other overseas currencies ahead of U.S. jobs data and a lower opening in the domestic equity market.

The rupee weakened by 25 paise to close at Rs. 61.52 against the dollar in yesterday's trade on persistent demand from importers and banks as the U.S. currency strengthened overseas.

Meanwhile, the BSE benchmark Sensex fell 31.74 points, or 0.15 per cent, to 20,862.15 in early trade on Tuesday.

20 trapped in Colombia mine collapse

At least 20 miners were trapped after a mine collapsed in Colombia's Antioquia district on Friday, authorities said.

"It is said that more than 20 people are trapped. We are already undertaking rescue operations in the ground," reported Xinhua citing Cesar Hernandez, the director of Antioquia's agency for disaster relief.

According to him, two miners escaped the collapse with minor injuries and were treated at a local hospital in Buritica.

Red Cross workers and local rescue crew were working to reach the miners.

India, China to Sign Border Defence Agreement

India and China will sign a Border Defence Cooperation Agreement during Prime Minister Manmohan Singh's visit next week under which no tailing of each other's patrols and no shooting at each other under any conditions by troops have been provided.

The BDCA was cleared by the Cabinet Committee on Security today as part of further CBMs to avoid incidents along the Line of Actual Control which has seen many intrusions from the Chinese side, especially the long face-off during summer in Depsang Valley of Ladakh.

The BDCA also provides for setting up of a hotline between the DGMOs of the two countries on the lines of the mechanism India has with Pakistan.

The sources said the issue is yet to be formalised with Beijing which has maintained that China does not have the institution of Director General of Military Operations.

"We are trying to do it. We hope we will do (the agreement on) three and four," official sources said on the likelihood of signing an agreement in regard to the two new reactors being set up in the Russian-aided project during Singh's visit.

On the China visit, the sources said Beijing wants a stable, strong and mutually beneficial relationship with India and both want peace and tranquillity on the border.

The prime minister will be hosted a dinner by the new President Xi Jinpeng, a rare gesture being made probably for the first time after what was offered to the late Pandit Jawaharlal Nehru in 1954.

Singh will have a meeting with his counter Li Keqiang when India is likely to talk about steps for additional Confidence Building Measures (CBMs) in place to maintain peace on the border.

"We want People's Liberation Army (PLA) to be involved in the process," the sources said.

On the boundary question, the two countries have agreed on a framework agreement which is a three-step progress. "We have made some progress on the framework agreement."

Over time, India has agreed with China that respect of Line of Actual Control, status quo and mutually and equal security should govern the bilateral relations.

On water dispute, India believes that China was not impounding water in the Brahmaputra.

On the signing of the BDCA during the visit, the sources said "we are trying to get the agreement signed."

India and China have held several discussions on the BDCA in the past but after the intrusion by Chinese troops in the Ladakh region of Jammu and Kashmir in April, movement on the proposed pact gathered steam.

During Defence Minister AK Antony's recent visit to China, the two sides had agreed to conclude negotiations on the pact at an early date.

Following Antony's talks with Chinese leaders, the two sides agreed on a slew of confidence building measures, including having greater frequency of meetings along the border and increased exchange of visits of both young and senior armed forces officials.

India and China have also agreed to hold their Army-to- Army exercise next month in China's Chengdu military region.

The two countries have also agreed to further strengthen the existing agreements and protocols and emphasised the importance of enhancing mutual trust and understanding between the two militaries for maintaining peace and tranquillity along the border.

India Inc and former bureaucrats have come out strongly in support of the former Coal Secretary, P.C. Parakh, asserting that capable and highly regarded officials and business leaders cannot be made scapegoats on mere suspicion and misconstrued rules. Such actions by the CBI will prevent officers from taking decisions.
The CBI on Tuesday registered an FIR against Mr. Parakh and Aditya Birla group chairman Kumar Mangalam Birla in connection with the coal scam.

Anti-corruption crusader E.A.S. Sarma said he was at loss to understand how a case had been made only against Mr. Parakh and not against anyone in the PMO or Minister in the case. "I have known him [Mr. Parakh] for long. He is an honest, competent officer." Mr. Sarma, also a former Coal Secretary, expressed the hope that investigation would be objective and would not be influenced by extraneous pressures. "A clear distinction must be made between decisions taken in good faith and mala fide decisions. It is unfortunate that dishonest ministers, politicians and officers are let off and honest officers harassed."

Mr. Sarma said he had written to the Central Vigilance Commission on June 15 last year requesting it to initiate an investigation into the role of the PMO in the Coalgate and three other scams. "I reminded the CVC at least two times after that. There has been no visible response to my letters," he said.

The former Cabinet Secretary, T.S.R. Subramanian, said such kind of action by the CBI against Mr. Parakh would stop others from taking decisions. "According to the FIR, it was said Mr. Parakh met Mr. Birla. As Cabinet Secretary, I used to meet 10 bureaucrats, 10 politicians and 10 businessmen daily. Should that mean that I be also made an accused?"

Federation of Indian Chambers of Commerce and Industry (FICCI) president Naina Lal Kidwai said the key to sustaining economic growth and promoting development was good governance and quality decision-making.

"In the recent past, we have been witness to some very unfortunate developments. We find that cases are being registered against top bureaucrats and industry icons. It goes without saying that such developments dent the national psyche and also dampen investor confidence — both domestic and foreign. There is also a feeling that with repeated episodes of a trust deficit between industry and the government, the business sentiment and the investment environment would be vitiated and India could slip further from the growth trajectory that is so necessary for us to maintain," Ms. Kidwai said in a statement.

"We also need to bring back a regime of courageous decision making. Decisions made in the interest of progress, when made in a transparent manner with no personal gains and without mala fide interest are critical for growth. Capable and highly regarded officers and business leaders cannot be made scapegoats on mere suspicion and misconstrued actions," she said.

It was still midnight and Sangram and Kushal decide to get mischievous with Andy. Sangram tries to disturb him while he is sleeping by tickling him and throwing chappals. After Andy wakes up, Sangram puts the blame on Kushal and Andy starts hitting Kushal instead. Finally, when Sangram accepts that he is the real culprit, Andy runs behind him and starts hitting and abusing him. He further gets offended by Kushal's comments and asks him to stop making distasteful comments right away. Later, Andy finds Sangram crying in his bed and he decides to wake him up and solve the matter. He takes him outside in the garden area and asks him to put an end to the issue. Andy also adds that he will not forgive Kushal for whatever he has done today.

After the wake-up call, morning did not seem to be good for the heaven-mates as they had to sleep without their beds near the pool area. They wake up cranky and complaining about the previous night. While having breakfast, Elli starts whining over the Parathas being overcooked. She goes inside the house and complains about it to Gauahar who tells her to go out of the house as it's against the rule of the task. Elli rushes out crying and tells Tanisha that Gauahar is over reacting and acting rude. Tanisha goes inside with Elli and orders Gauahar to put butter on it. Gauahar and Kamya find Tanisha's behaviour inappropriate and say that they are being treated as servants. Tanisha also blames Gauahar for being biased towards Pratyusha and not stopping her from chatting with the hell-mates when it's against the rule of the task.

Kushal notices this incident and tells everyone that Tanisha is trying to create a rift between Gauahar and other people in the house. Kushal gets annoyed at Tanisha and tells her that she should stop troubling Gauahar as she is unwell but still doing all the household work. Further, Pratyusha and Gauahar clear the air while Kushal consoles Gauahar and asks her to calm down. Further upset Kamya decides to maintain a distance from Tanisha and Armaan. Armaan tries to talk to Kamya but she avoids talking to him and tells him that she will discuss the matter with him separately. In the afternoon, Gauahar tries to talk to Elli and sort out the matter. She goes to her and explains her point of view. After thinking for a while, Elli comes to Gauahar and tells her that Kamya gave her an overcooked paratha because she does not like her since the very first day.

Later in the day, Bigg Boss gives the housemates a task called Kathghara where the housemates from Jannat and Jahannum had to put allegations on each other and provide a justification. A court like set-up is created in the garden area where Gauahar being the captain is elected to be the judge. After everybody was done, Tanisha comes forward and accuses Gauahar of being unfair during the task. She accuses her for giving a leeway to Kushal though he was breaking rules while taking action against others who were breaking the rules. Tanisha tells her that she was being biased and unfair throughout the task and that's why they could not win the task.

In the evening, Tanisha tries to patch up with Kamya and Pratyusha. She tells both of them that they are misunderstanding her and she genuinely cares for them. The day comes to an end with Elli apologizing to Kamya about the food fiasco that took place in the morning.

They will take a trip around Chennai and release their audio starting their journey from Vadapalani.

Starting from Vadapalani, they will stop at Guindy, Chrompet, Pallavaram and Tambaram and release the songs in front of the public. The journey ends at 6 in the evening and the entire team is joined by Suriya to release the audio and trailer in a grand manner.

Satya in Satya 2 only a pseudonym: RGV

Mumbai: Filmmaker Ram Gopal Varma says Satya in the title of his next filmSatya 2 should only be interpreted as a pseudonym. He doesn't want the audience to consider the forthn coming movie as a sequel to his 1998 crime thriller.

He says Satya 2 is all about the 'truth' about two characters' journey.

"Aman (a character) gets off a train in Satya and what happened to him, that was about truth. The name is almost a surreal application of what his life is about," the 51-year-old said here in an interview Friday.

"This (Satya 2) is in another time period, another man gets off a train in Mumbai. So the similarity is about the truth. The name is a pseudonym rather, not to be taken literally," he added.

Varma has cast new actors in the film and says that since his characters are raw, only new actors could have pulled them off well.

"There are films with big stars that fail, there are films with small stars that work. So I don't think the presence of a (big) actor will reduce the risk. In fact, it increases the risk sometimes," Varma said.

"As far as Satya 2 is concerned, I don't think it is a risk (to have new faces). Specifically because 'Satya' has raw, realistic characters which only new actors can deliver," he added.

Satya 2 stars Puneet Singh, Anaika Soti and Aradhna. It hits theatres Oct 25.

Vandalur zoo to get a museum soon

CHENNAI,
A new museum, along the lines of the one in the Thiruvananthapuram zoological gardens, will soon come up at the Vandalur zoo.

According to wildlife authorities, they have already started the collection of insects, different species of herbs, woods, geological rocks and other artefacts from across the State that will be exhibited at the museum.

The State forest minister made an announcement in this regard during the current budget session and said Rs. 20 lakh had been earmarked for this project, which will be completed by the end of the current financial year. The State government issued an order, dated October 29, to this effect stating a Forest and Wildlife Museum would be established at Vandalur zoo.

The order further stated Rs. 5 lakh would be allocated for preparing display furniture, Rs. 2 lakh for labelling, special light arrangements and fans, and Rs. 13 lakh for the collection and preparation of materials, a herbarium, xylarium, entomological collection, portraits, soil and rock collections and artefacts. The museum will come up on a 2,000-sq ft area located near the exit gate, authorities said.

Byelection will teach ruling party a lesson: Stalin

"The Dravida Munetra Kazhagam (DMK) is not the main Opposition party in the Tamil Nadu Assembly. But the people still consider it as the main Opposition, as our party has been raising its voice for the people," party treasurer M.K. Stalin said at Yercaud on Monday.

Addressing cadres at a meeting organised to introduce V. Maran, party candidate for the Yercaud byelection, he said "Winning a byelection will not bring us to power, but it will teach the ruling party a lesson", Mr. Stalin said, urging party cadres to work for the party's win.

Deputy general secretary of the party V.P. Duraisamy said that winning the Yercaud byelection was very important for the party because it would take the DMK's number of MLAs to 24. Actually, the principal Opposition, the Desiya Murpokku Dravida Kazhagam, now had only 23 MLAs who supported the party. Six others had extended support to the ruling All India Anna Dravida Kazhagam, he said.

On fielding 36-year-old Maran for the byelection, Mr. Duraisamy said the DMK would field more youngsters for the Parliamentary elections in 2014 and the Assembly elections in the coming years. "It is a bid to have more young and energetic MPs and MLAs to serve the people better" he added.

Deputy general secretary of the party and former Public Works Minister Durai Murugan, many former and present MPs and MLAs participated in the meeting.

Mr. Stalin took part in a meeting in Salem later at which about 1,700 cadres from other parties joined the DMK.

Hrithik six-pack abs

Mumbai: Hrithik Roshan, known for his sculpted body, says one should not relate six-pack abs with health.

The actor said it at the Positive Health awards organised by Dr. Batra's clinic that he attended with his brother-in-law and actor Zayed Khan.

"When I say healthy, I don't mean six-pack abs. Those are not important. They are just aesthetic. Those are things that Zayed (Khan) and I have to do because we are in the movies. But that doesn't signify health," said the 39-year-old.

"To be healthy you have to eat right and you have to do some cardiovascular. Mind, body and soul - three things you have to work out every single day. Emotional health is also important and keep good company," he added.

There were reports that Kareena Kapoor will sport six-pack abs in Shuddhi and Hrithik, who plays the male lead in the film, wishes her luck in case she is planning to do so. The film's director Karan Malhotra has denied that Kareena will be sporting six-pack abs in Shuddhi.

It's not as if my butt needs to be flashed for easy access to my knee: Shah Rukh Khan

Just a few days back my friends at the dna paper called upon me to write a monthly column for their newspaper. A common perception about actors is that they are incompetent at everything other than acting (and some are supposedly incompetent at that too). We aren't exactly meant to have other interests (well, except of the controversial kind) but as it happens, I do. I like to write.

Of late I have spent time on Twitter like we all do and on the internet in general. The combined pressure of 140 alphabet limit and reading new words like '' (described aptly by someone on the net as 'masquerading an ass seizure as dancing'), has made me believe that I could contribute to the all round well being of the society with my writings also.  What actually convinced me was, that if Hashtags # (a sign we earlier used for cuss words), can convey emotions, then my words on paper can also seem like pearls of wisdom and its about time my smart, genius side became public. So I decided to grab the axe and hack my foot myself by entering into 12 such potentially earth shattering observations of the world around me. 

I have thus come up with the 'brilliant' and 'original' idea of writing about the 12 Sun Signs. But wait…This isn't your usual weekly or daily astro prediction column. That is best left to Mr Bejan Daruwala, Marjorie Orr or Linda Goodman. I just think it's a good place to start. 12 Columns, 12 Sun Signs, 12 traits I can write about. So I will pick the traits of these 12 Sun Signs and choose one that stands out the most then I'll write around it. I'll write my personal experience, my point of view or just something I see happening around me. Confused. Ok, read on.

This month we begin with Libra.

Librans are known for balance and harmony. The word balance tends to convey stillness, but oddly I look at balance as something that we need in life to keep things moving. It's something that we all have to do…everyone from a tightrope walker to an accountant requires balance. An accountant has to balance debit with credit, while a star has to balance a public life with a private life. Most people have to balance lies and truth, or right and wrong. In my years of experience, one of the most intriguing balances I have had to find is that between Science and Superstition.

In India we are intrinsically tied to Superstition. It's a natural nuance of our lives. I am a science student (over 90 per cent in Electronics if I may add). This does not mean that I can open up a piece of electronic equipment and put it back together again. On that front I am like everybody else in the world: left holding one little 'gizmoic' part of the equipment, scratching my head, wondering, 'where was this supposed to fit?' but more about this in another column.

Being of a scientific bent of mind, I always take the scientific course of action. If a part of my body is disintegrating or broke, I am more than willing to change it at the hands of an expert, namely a surgeon. I have had eight such removals and implants done over the course of 20 years. 

Thankfully, so far, no surgeon has come to me post operation and quizzed, 'Eh, SRK I have this little piece of green spleen left-over from last night's procedure, can you tell me if it belongs to you or then it could be bed number 42's.'

So I am a believer of science and its many benefits. Having said that, I would still not go for a bungee jump or do a skydive on Friday the 13th.  Hashtag # Just Saying.

Some years ago I was faced with the balancing act of weighing my scientific bent against superstition. One evening I got to know my spine had a prolapsed disc and I had to go under the knife. It's a big surgery. It's considered equivalent to a brain surgery (from which I might just have benefitted more!) because it involves the spinal cord.

As it happens, it also proved to be one of the grandest acts of equanimity I ended up engaging in. 
Everybody began to foretell doom. They listed all that could go wrong. They said I could be paralysed or rendered voiceless. Thoughts raced in my own head as well. The doctors advised surgery as soon as possible. 

I was as scared as anyone might be at the thought of their spine being tampered with so I gave a year to those who said they could cure my prolapse through the prolapse of medical science.

Let me make it clear that I am not trying to undermine people's beliefs or superstitions. Different things work for different people. If you believe in something then it works for you. A recent study has proved that people who believe in superstition get the job done better than those who don't, so who are we to question the world of the unknown and its unkown-ness.

To me it was just intriguing that there was such a wonderful variety of cures and treatments on offer for a serious injury like mine.

My family and friends all suggested different treatments ranging from acupuncture to oil made from the sting of a scorpion. I am proud to tell you that because of the deep desire to keep the 'BALANCE' (in caps because that's the topic) of things unperturbed I tried most of them.

What follows is an account of some of my escapades and misadventures up to the final day of surgery. These are excerpts from my yet unpublished book and as you will read, you will realise there is no stretching or exaggeration of factual happenings. The names of the protagonists have been changed to maintain their privacy and mainly to prevent them from suing or physically assaulting me in the near future.

The doctor that I went to for, what I will call 'pin therapy' is a wonderful doctor. He's among the leading doctors for this therapy in the world. He also spoke three words of Hindi taught to him by other Indian clients (obviously he didn't know the meaning of those words, otherwise he would never use them, unless abusing your mom and sister was a part of his therapy). 

The thought of him sticking needles in my neck was scary. But I need not have worried. He didn't want to put needles in my neck, instead he wanted to stick them in my private parts to fix my neck!

As you can imagine it was an extremely hurtful prospect. I was shaken to the core of my being (not to mention, below it).

He was from the Far East and we didn't understand each other well. He kept repeating, 'Take off your clothes, take off your clothes'. So, I took off my shirt, but it didn't seem to suffice. He continued his chant regardless: 'take off your clothes.'

Soon I was lying naked on his table and he had these big, big pins in his hands. The rest is too graphic to describe. It was the most humiliating and painful experience of my life.

Ordeal over, I came back marred by blue welts. The only thing that had changed was that now the pain was between my legs and not in my neck. I can tell you it distracted me enough to make me forget my original complaint. Though once I recovered from the onslaught of the pin-pricks, my neck pain resurfaced with a vengeance.

Now and then I think of the good doctor and my upbringing tugs at my conscience. I never thanked him. Maybe I should have sent him a note…in Hindi…just the three words that he had been taught!

The 'Energy Experts' meanwhile, had decided that the reason for my cervical disc prolapse was the direction in which I slept.

So the position of my bed had to be changed. Change is good. Novelty is invigorating; it's the spice of life. I like change. There were a few problems that came up though. My plasma TV was affixed to the wall keeping in mind the original position of my bed. Taking out those brackets from the wall would have meant re-building it. So the TV stayed where it was and the only way to can watch it was to somehow stand on my head. My bedside lamp shed its light on my bathroom slippers instead of the book that I read in bed. The bathroom door ended up where the TV should have been. Though I must admit, the six episodes of the slightly swaying bathroom door, seemed more interesting than some of the stuff we are subjected to on the idiot box.

The headrest hung inexplicably in mid air without a bed to support it. If I could levitate 10 inches off the ground I might have been able to rest my head on it.

My AC remote did nothing remotely anymore. It needed to be directed towards the fridge to get the AC on. I guess the rays would bounce off the shiny surface and find their way to the infra red sensor on the AC. Strangely the rays did not follow the same reverse path and to switch the damn thing off, I'd need to swing to the bottom of the bed and point in random directions till I'd hear the AC stop breathing.

I made a frantic call to my surgeon in England. I told him I was coming over to his hospital in the next few days. He was very concerned. He asked, ' Are you in pain''. 'No', I replied, ' I am in my bath tub trying to sleep, apparently this area has the best energies.' Hashtag # Help!

My friends requested me one last time to see their Panditji before I left for England. They felt his prayers would help me. I agreed because I believe in good wishes and good Karma. The Punditji looked educated and very modern. He asked me about the procedure of the Cervical surgery. I explained it to him in detail. He closed his eyes and said some mantra. Then he looked at me with warm and peaceful eyes, and said, 'Are you sure they have to use a Titanium disc?' I said, ' Yeah, it's the latest invention and really cool.' He sighed, ' Look it is your Karma that you have to undergo this surgery. You cannot escape it. But there is only one thing, Titanium is not your element, can you ask the doctor to use Moonstone instead.'

The surgery was less painful. It took about an hour and a half. I was informed everything was excellent. As they say in our films… 'The operation is successful.'

What was humiliating was the hospital dress code.

I believe a patient in a gown means that he or she is very ill and quite helpless. They need a lot of care and medical attention. It is a sort of uniform that tells you the person wearing it, is deserving of your sympathy and concern. No one expects a Stella McCartney, but at least…at least it should not make you dissolve into a merciless giggle.  Picture a hobbling and helpless patient crossing you, walking slowly away from you. You're following him with your eyes, visibly moved, at this point your gaze misses his helpless expression entirely and lands unceremoniously on his butt. What purpose does this revealing and utterly humiliating outfit serve? I ask ye all fine people of the medical profession. Even when I had gone for my knee and ankle surgery in Austria I was forced to wear this silly outfit. I could very well have been in shorts or Bermudas and got my knee operated on. It's not as if my butt needs to be flashed for easy access to my knee.  I think this aspect of clothing needs to be relooked at by the Medical Faculty around the world.
It requires immediate, scientific attention.

As I said, the complete collapse of everyone else's attempts to cure me through their well meant suggestions, eventually lead me to my spinal surgery. This of course did not deter them from claiming credit for its success when I got home. The horseshoe nailed outside my room in my absence had apparently cast its magic spell on the surgeon.

The 'Energy Expert' was convinced that his switching my furniture around had filled the gap in my spine and my friends swore by their Panditji's imaginary Moonstone too. Maybe it was the Energy Balancing, maybe it was the Surgery, or it could have been the shoeless horse; who knows?

Perhaps Faith and Science are deeply interconnected. Maybe we just don't see the balance between them yet. Everything science proves today, it disproves tomorrow and faith in an idea often brings it to its empirical fruition. Superstition is the belief in a supernatural causality, we cannot completely abandon it unless we fully understand the complexity and vastness of nature. I think it is safe to say that there are uncountable things in this world that will always remain beyond our understanding. Each of us chooses our own beliefs and lives by them and all of us are limited by our own condition. The trick is to respect each and every form of well meaning course of 
action, belief, superstition and still look up to man's quest for knowledge (the yearning for scientific discovery), to back it up. That's what I did.

I chose Titanium over the eeeww Moonstone and it worked for me….TOUCHWOOD!!!

A Malaysian appeals court ruled on Monday that only Muslims can use the word "Allah" to refer to god, upholding a government ban on the word being used in a Catholic publication.

The ruling reverses an earlier lower court decision.

"Our common finding that the use of Allah is not an integral part of the Christian faith, so we find no justification for why they insist on using the name or word in their publication," said Justice Mohamed Apandi who read a summary of the more than 100-page ruling.

He said the three-member appellate court panel also noted that allowing non-Muslims to use the word would cause confusion and could jeopardise public safety.

"The welfare of an individual or group, must yield to the interest of society at large," he said.

Annou Xavier, one of the lawyers for the Catholic Church, said he would discuss with his client whether they would appeal in the Federal Court.

The controversy started in 2008 when the government prohibited Catholic publication The Herald from using the word "Allah", and the church filed a court case questioning the order.

On December 31, 2009, the Kuala Lumpur High Court lifted the prohibition, noting that the church had a constitutional right to use the word in its publication on the ground that religions other than Islam can be practiced in peace and harmony.

The High Court decision triggered protests from Muslim groups.

The left-arm seamer bagged four for 59 as West Indies A conceded the match at 242 for nine in their second innings in the 13th over after lunch on the final day at KSCA Stadium.

Wicketkeeper Jahmar Hamilton did not come out to bat due to injury he sustained on Friday while fielding.

The 35-year-old started the spell by first cleaning up a dogged Narasingh Deonaraine with a beatiful ball which pierced the defence of the Guyanese after he had made a fighting 99 runs, which included 13 hits to the fence.

Zaheer ran in hard and castled the wickets of Ashley Nurse (0) and Miguel Cummins in his 17th over to help India A seal the Test and level the series.

Kiruthiga Udhayanidhi, wife of Udhayanidhi Stalin, has made her directorial debut with 'Vanakkam Chennai'. The movie stars Shiva and Priya Anand in the lead roles. The movie had lot of buzz before its release, thanks to splendid songs from Anirudh.

The movie falls into the romantic comedy category and the running time is exactly 2 hours and 30 minutes.

Plot(story )

Ajay (Shiva), who hails from Theni, comes to Chennai to join in his job. Also, Anjali (Priya Anand), a passionate photographer from London, comes to India for her work. Ajay and Anjali bump into each other due to con man Narayanan (Santhanam), who had rented a house to both of them. Though Ajay and Anjali are at loggerheads with each other initially, they slowly fall for each other. But, Anjali is already engaged to Deepak (Rahul Ravindran). Now, what will Anjali decide? That forms the climax.

Performances

Shiva is at his usual self and relies on his timing sense to make the scenes work. It is enjoyable in certain scenes, but gets too repetitive at some places. For instance, he struggles to deliver in romantic sequences. His dancing skills will definitely leave a smile on your face though. Priya Anand looks uber-cool throughout the film. As a NRI from London, her role is very similar to the one she played in '180′. She walks away with applause from the audience when she expresses her dilemma in choosing between the two male leads.

Santhanam plays a 'Love-guru' kind of role in this film too. Santhanam needs to rediscover himself, so that he does not get tedious. His rhyming one-liners are at times far from likeable. Rahul Ravindran has done a short yet important role. He has done a fair job and also other support actors like Urvasi, Nassar and Black Pandi justify their roles.

Technicalities

Anirudh's music is definitely the most striking aspect of the film. All the songs are hummable and they go well with the mood of the film. The background score mostly reuses the tunes of songs, but does not feel odd.

Richard M Nathan's camera work is brilliant. The colour tones used are very vibrant and rich. 'Oh Penne Penne' song has some interesting camera angles to watch out for.

TS Suresh's editing is crisp and makes the film fairly engaging. However, the second half could have been slightly trimmed.

Direction – Kiruthiga Udhayanidhi

Debutante Kiruthiga Udhayanidhi has made an earnest attempt to make a romantic family entertainer, sans any crass commercial comedy or songs. The film has elegance written all over it and it has been a while since we witnessed a movie with good visuals. The first half is filled with some hilarious moments, thanks to some chalk and cheese scenes between Shiva and Priya Anand.

The second half drags a little, due to its predictable nature. Certain cliches could have been avoided – a loud aunty character is one example.

Overall, the movie is a relief amidst the mindless comedy entertainers and it is worth watching once for the fun quotient.

Tributes poured in from across the cricketing world, complementing the batting legend for giving fans many, many cheerful moments.

"It has left such a big hole to fill in the Indian Test batting line-up. It wouldn't be easy to replace him. See what happened after Laxman, Ganguly and Dravid retired, it would take time for the middle-order to gel," said former Indian captain Sunil Gavaskar.

"Number four position in Indian cricket has been with some of the greats. Whoever bats at number four, he is going to be under a lot of pressure and will have to live up to huge expectations," added Gavaskar.

Tendulkar, regarded as the greatest batsman in contemporary cricket, today called it quits from Test cricket after the West Indies series, bringing the curtains down on an extraordinary career spanning a marathon 24 years.

Gavaskar said he was convinced that Tendulkar would achieve greatness when he first saw him bat in the nets.

"It is hard to imagine any player in the history of the game who combines classical technique with raw aggression like the little champion does. There is not a single shot he cannot play," he said.

Another former India captain and Tendulkar's long-time teammate, Sourav Ganguly said the 40-year-old made the right decision by announcing his retirement before the start of the West Indies series.

"It's the right decision and he has done it at the right time. I am very happy that he has done it before the start of the series. I will request the people of this country to come for these Two Test matches, whether in Kolkata or Mumbai, just to show their respect to this great man," said Ganguly.

Mohammad Azharuddin, former captain and a Lok Sabha MP, said Tendulkar's decision wasn't surprising.

"It was coming for sure but I didn't have the clue as to when it was coming. But it's his decision and we must respect it. We should remember his playing career as something that always gave us joy and made us proud," he told PTI.

"I first saw him during a Hyderabad versus Mumbai Ranji match where he batted well. And then saw his daredevilry against Abdul Qadir from the dressing room. A lot of people had talent but what made him different was passion," Azharuddin said.

Asked about his most memorable Tendulkar moment, he said, .

"There are many but obviously the 1996 Cape Town Test match where we both scored centuries. The SA attack had Allan Donald, Shaun Pollock, Brain McMillan and Lance Klusener and we literally thrashed them during a particular period."

Ganguly said India earned the respect of the cricketing world because of the way Tendulkar played against Australia, England and Pakistan overseas.

"India earned the respect after 2000 because of the way he played overseas against Australia, England, Pakistan and other places around the world. He was instrumental in that. For me that is the biggest contribution."

"His innings in Sydney in 2003 was the best. His entire innings of 240 in the final Test in Sydney, not one single cover drive, that shows the ability of the man and his mental strength."

Spin legend Muttiah Muralitharan called it a "bad day" for cricket.

"I think it's a bad day for Indian cricket, world cricket as well. We won't see Sachin any more in the playing kit. He is retiring on his own terms," Muralitharan said.

"Definitely, we always wanted to have Sachin's wicket. Every opposition looks forward to getting him out. Most of the times, he had won the battle. He was such a great player. Difficult to single out any moment," the Sri Lankan added.

Describing Tendulkar as the greatest cricketer the country has produced, former India captain Dilip Vengsarkar said the batting great's decision came as a surprise.

"Sachin is the greatest cricketer India has produced and a fantastic role model for all cricketers with his demeanour on and off the field. He has set almost all the records in all formats and has had one of the greatest careers in the history of the game," said the former chief selector.

"I did not really expect him to retire. I thought he will play all through the year (season). He's chosen to go on a high after the 200th Test," the 116-Test veteran added.

SBI, which has a chairman/chairperson unlike other Public Sector Banks (PSBs) who have a combined post of CMD, has four MDs. Bhattacharya's elevation leaves one MD post vacant. It also has over a dozen Deputy MDs and over 35 Chief General Managers (CGMs).

Bhattacharya joined SBI as a probationary officer in 1977 and has had stints in areas such as retail, treasury and corporate finance during her 36-year career. She has held various positions including Deputy Managing Director and Corporate Development Officer, Chief General Manager of the Bangalore circle and new businesses and head of its merchant banking arm, SBI Caps, the statement said.

Bhattacharya also played an important role in setting up general insurance, custody services and SBI Macquarie Infrastructure Fund subsidiaries, the statement added. She also had a stint at the bank's New York office as the head of external audit and correspondent relations, SBI said.
Her appointment comes at a time when the government is all set to open the country's first bank dedicated for women, Bhartiya Mahila Bank.

Bhattacharya joins other women heading public sector banks - Allahabad Bank (Shubhalakshmi Panse) and Bank of India (VR Iyer) and private sector banks - Chanda Kochhar of ICICI Bank, Shikha Sharma of Axis Bank and Naina Lal Kidwai of HSBC India. SBI and its five subsidiaries today control over one-fifth of the nation's banking assets and is the 66th largest bank in the world.

Key also welcomed Shah Rukh's interest in New Zealand as a potential film location.

New Zealand and India have a co-production agreement and in recent years two Indian productions, I Hate Luv Storys and Players have been filmed in the country.

The prime minister also invited all Indian cricket fans to travel to New Zealand in January-February 2014 when the Indian national team is touring the country, and again in 2015 for the Cricket World Cup 2015.

Currently, New Zealand welcomes around 30,000 visitors from India each year. New Zealand's target is to increase this to 50,000 by 2016. It has identified India as an emerging tourism market that offers significant growth potential.

Tourism New Zealand has also identified the potential for increasing visitor arrivals from India if Bollywood was to again use the country's landscapes as the backdrop to their blockbuster films.
